Can Hiring Managers Create Campaigns in Oracle Fusion Recruiting?

In Oracle Fusion Recruiting Cloud (ORC), Campaigns are a powerful feature used for talent sourcing, marketing, and candidate engagement. However, the privilege to create, launch, or manage Campaigns is not available to Hiring Managers by default. Only users with roles such as Recruiter, Recruiting Administrator, or a custom role with the necessary security privileges can access the Campaigns workspace and build campaigns.

Hiring managers:

  • Cannot create Campaigns themselves.

  • Can be added as collaborators or participants in existing campaigns, depending on the organization’s configuration.

  • Can receive information or reports about campaign outcomes if shared by a recruiter.

Recruiters:

  • Have full access to create, edit, and manage Campaigns.

  • Can target specific audiences, track campaign performance, and manage communications.

Custom Role Exception:
If an organization wishes to grant campaign creation rights to hiring managers, a custom role with campaign privileges must be configured and assigned by the system administrator.
